Chinese or possibly Japanese decorative tin with Chinese Chi Chi Fortune teller game inside. This most likely is not the original container for the game, but is useful for it's purpose and looks great!

The tin is most likely a vintage Japanese tea caddy with double lid. Decorated with a black and gold lacquer-style crane and pine tree design. 

Inside the tine is the traditional Chinese fortune telling same or ritual "Chi Chi" (or Kau Chim) Often called Chi Chi Sticks, where a user shakes a cylinder containing numbered bamboo sticks until one falls out to answer a question. The number corresponds to a fortune booklet, commonly used in Taoist/Buddhist temples

Should have 78 sticks, but missing 4. Upper portion of lid is worn, slightly dented, and loose from rim, as photographed.
